There you have the answer. Many neuroscientists work on Darpa-funded research. Also in the Netherlands. The Pentagon is funding many new ideas and research. Those universities work on a small but deep project. In the end, the knowledge is handed over.
All the parts together form the basis for dual use or military objectives. The combined technology. Many scientists do not realize this. They needed funding.
Their work is being used in a way and, combined with other technology, they did not know it existed. Or was possible. That is what DARPA is doing.
This will go on and not get any better. Fighting it isn't going to stop it, but praying and having a relationship with God will make a way for you to overcome. The word of God tells us things will wax worse. This should not be a surprise for believers.
